Plympton Planning Board Endorses Brook Street Lot-Division Plan Unanimously

PLYMPTON — April 21, 2026 — Plympton Planning Board unanimously endorsed an Approval Not Required land-division plan for a Brook Street parcel tied to a pending solar project. Attorney Jeffrey Farkas appeared before the board on behalf of Shattenburg, LLC — principals Neil and Linda Vopat — seeking to divide lot 19-1-16 into two parcels, labeled A and B, at the site of the former Christmas tree farm. The board chair confirmed the submitted plan met the town's ANR checklist requirements, including mandatory notations on both parcels stating each is "not a building lot without further zoning relief." A brief conflict-of-interest question arose when one member said his wife works with principal Neil Vopat, but the chair ruled the ministerial nature of an ANR endorsement distinguished it from the discretionary solar permit the board reviewed in 2025, and the member participated in the unanimous vote. The signed Mylar will be filed at the registry of deeds; neither new lot may be developed without additional zoning approval.
