PLYMPTON — The Plympton Planning Board sent a solar canopy application for 87 County Road to a November 17 public hearing after raising stormwater and soil-contamination concerns. Parallel Products Solar Energy LLC proposed roughly 75,949 square feet of elevated panels, 16 to 26 feet high, over an existing nonconforming junkyard that predates the town's 2019 zoning ban on new junkyards. Board members calculated a review fee of $15,120 against a $5,000 deposit already paid, leaving $10,120 outstanding, plus a separate $2,500 deposit for the board's review engineer.
One participant said the applicant proposed "no stormwater improvements, basically," while another warned the application "raises some concerns." The hearing could not be set for the board's normal November 3 date because Massachusetts bars municipal meetings on Election Day. The board separately approved its August 18 meeting minutes unanimously and adjourned at 6:45 p.m.
