Plympton Planning Board Approves Zero Brook Street Solar Expansion With Stormwater Conditions

PLYMPTON -- November 18, 2025, Plympton Planning Board approves Zero Brook Street solar expansion with stormwater fix for neighboring cranberry farm. The board voted 4-0 Tuesday, with one member recused, to grant site plan approval to Rewild for a ground-mounted photovoltaic facility on the Vopat family property, attaching conditions that include a $327,279 decommissioning bond, a $120,000 grass stabilization performance bond, and a $25,000 stormwater operations and maintenance bond. Zachary Barkas of Rewild told the board that drainage failures in the existing Phase 2 solar project, including a watershed area nearly twice the size assumed in the 2019 stormwater design, had been sending 5.5 cubic feet per second of untreated water onto the adjacent Mayflower Cranberry property during a 25-year storm, and that the Phase 3 redesign would reduce that figure to zero. The board also required three and a half to four inches of loam beneath the panels on all disturbed areas, backed by the performance bond, after a sustained exchange over whether on-site stockpiled material would be sufficient. The board also granted six site-plan-submission waivers and is set to sign the decision and plans at its December 2 meeting.
