Plympton Planning Board grants special permit for 77 Spring Street impervious cover

PLYMPTON — July 1, 2025 — Plympton Planning Board unanimously granted a special permit Tuesday for more than 15 percent impervious coverage at 77 Spring Street, the final regulatory step for a project that had already cleared full site plan review. Member Paul D'Angelo recused himself because he knows applicant Robert Silberti; the remaining members voted unanimously both to close the public hearing and to grant the permit under Section 300-83F14 of the town zoning bylaw, which governs the Type 1 Groundwater Protection District. The board's outside engineering consultant, John Chessia, had previously signed off on the stormwater design during site plan review. A written decision will be signed at the July 15 meeting and filed with the Town Clerk, starting a 20-day appeal period. The board also authorized payment of a previously overlooked invoice to John Chessia Consulting Services, LLC — invoice number 3623 for March work — and scheduled a July 15 public hearing on a proposed solar expansion at the Vopad Christmas tree farm on Brook Street.
