Plympton Planning Board Approves Ring Road Solar Fencing as Minor Modification

PLYMPTON — October 21, 2025 — Plympton Planning Board unanimously approves minor fencing addition at Ring Road dual-use solar site. The board, meeting October 21, determined that a supplemental perimeter fencing addition at 126 and 137 Ring Road — a solar installation built atop operating cranberry bogs — qualified as a minor modification requiring no full public hearing, and voted to approve the revised layout as shown on plans dated September 24, 2025. Attorney Rob D'Ambroso of D'Ambroso Law in Plymouth, representing the applicant, told the board the new fencing was prompted by the Town of Kingston's request to fully encircle the array. A $128,000 decommissioning bond required by the original site plan approval remains undelivered after the physical document failed to arrive by FedEx in time for the meeting; the chair reiterated the board's policy that bonds must be delivered in person after prior mailed bonds went missing. The board also continued the public hearing for Zero Brook Street Phase 3 Solar LLC to November 4 — or November 18 if the town clerk rules the earlier date is a prohibited election day — pending outside engineer John Chessia's review of revised site plans.
