Plympton ZBA Works Through 40B Waiver List, Sets February 23 Hearing

PLYMPTON — February 4, 2026 — Plympton's Zoning Board of Appeals advanced a Chapter 40B comprehensive permit hearing for SLT Construction Corp., working through dozens of zoning bylaw waiver requests for a proposed residential duplex development in the town's industrial zone near Ricketts Pond. The board's three eligible voting members — Chair Ethan Emerson, Suzanne Joffarian, and David Alberti — reached preliminary understandings on several Chapter 300 zoning bylaw waivers at the February 4 session, including agreeing to strike an inapplicable 50-foot agricultural-residential district setback and accepting a reduced structural setback for four retreat lots (lots 13 through 16), while deferring waivers tied to groundwater protection, wetlands, and Title V pending a peer hydrogeology report from the board's consultant, GEI, which arrived just one hour before the meeting. During public comment, Plympton homeowner and attorney Meg Sheen raised concerns that SLT had never filed a Notice of Project Change with the Massachusetts Environmental Policy Act office despite converting the site from the industrial use described in a 2018 Environmental Notification Form to residential use — a claim SLT's attorney disputed. The board voted unanimously to continue the 40B hearing to February 23 at 6:30 p.m. and provisionally scheduled a separate appeal of a cease-and-desist order against SLT for March 11.
