PLYMPTON — July 6, 2026 — Plympton's Zoning Board of Appeals approved a comprehensive permit for the Ricketts Pond LLC 40B development on Route 44 in a 2-to-1 vote Monday after more than 13 months of deliberation. Acting Chair Ethan C. Stiles and Chair Suzanne Jafferian voted in favor; Alternate Member David Alberti voted against. The board, meeting at the Plympton Town House, first voted unanimously to approve three blocks of local regulatory waivers — covering the town's supplemental Title V septic regulations, Division 2 site plan rules, and wetland bylaw provisions — before turning to the final permit vote at 5:17 p.m. Key conditions added to the July 3 draft decision include a requirement that the applicant comply with a June 22 Massachusetts Environmental Policy Act certificate calling for an Environmental Impact Report, mandatory use of all-electric systems in all 30 duplex units, a nitrogen-monitoring covenant to be enforced by the overarching homeowners association, and a landscape plan for the entrance and parking areas. Town Counsel has 14 days to file the signed final decision with the Town Clerk.
