Plympton Zoning Board Approves Special Permit for Three-Building Commercial Complex

PLYMPTON — July 9, 2025 — Plympton's Zoning Board of Appeals unanimously approved a special permit for JSC Holdings LLC to build three commercial buildings off Spring Street near the Route 44 interchange. The three-member board — Chair Suzanne Jafari, Secretary Ethan Stiles, and member Lucas Kowalski — voted without dissent at the July 9 meeting, with no abutters appearing in opposition. The permit was required under Section 300-7.20(O) of the town's Zoning Bylaw because the project's combined impervious surface of roughly 52,000 square feet exceeds the one-acre threshold of 43,560 square feet. Engineer Deb Keller of Merrill Engineers and Land Surveyors presented on behalf of the applicant, noting the project had already secured Planning Board site plan approval, a Planning Board special permit for groundwater recharge, and a Conservation Commission Order of Conditions. Each of the three 7,424-square-foot buildings contains five bays for contractor, light manufacturing, warehouse, or indoor recreational uses, with on-site septic capacity identified as the binding limit on how many bays could simultaneously operate batting cages — pegged at five gallons per participant and sized for roughly 22 players at a time. The board will meet July 29 to formally issue its written decision.
