Plympton Finance Committee Votes to Increase IT Article, Outlines $835,000 Stabilization Draw
PLYMPTON -- May 4, 2026, Plympton's Finance Committee voted unanimously to increase an information technology warrant article from $28,500 to $56,500 and outlined a plan to draw roughly $835,000 from the town's general stabilization fund to balance the fiscal year 2027 operating budget. The committee, meeting May 4, agreed the roughly $16 million operating budget would be presented at Town Meeting as a single total funded from four sources, approximately $300,000 from the ambulance fund, $147,000 from capital stabilization, $31,729 from free cash, and the $835,000 general stabilization draw, rather than assigning individual funding holds to specific department lines. Members debated how directly to warn residents, ultimately deciding that one member would address voters at the start of the budget discussion and cite the town's April 13 Finance Director letter, which states that "a Proposition 2.5 override" may be needed in FY28 "unless overall financial conditions change for the better." The IT article increase, funded from free cash, covers the acquisition of VADAR, a cloud-based accounting platform replacing the town's retiring software, with annual maintenance costs of $5,482 after the first year.
